First, let's start off with my parts list.
Motherboard: Gigabyte GA-78LMT-USB3_R2
CPU: AMD FX-8350
GPU: RX 580 8GB
RAM: 8gb DDR3 1600
Case Fans: 2
Storage: 1 TB HDD
PSU: EVGA 450W

My cpu and gpu usage are not even reaching 100% in any games. Plus, my cpu is strong enough to support my gpu. All I was wondering is if it is my motherboard that is bottlnecking it.

I don't know if it did. Plus, Dark Lord of Tech, if you paid attention, I said that my friend has the same cpu and gpu and gets a lot more frames....It's obviously outdated, but can still perform good. Is it my motherboard, lack of adequate cooling, or my psu? All I need is an answer.

Have you swapped the PSU yet? I'm not sure why you are continuing this thread. Rule out the PSU and you pretty much have your answer.

Even if it is the board you should rule out if cooling the VRMs will help. They might just be getting too hot.

VRM temp too high. That board can run 95W CPUs ok. 125W CPUs cause too much of a stress. In the boards stock form. Cool the VRMs well enough and you should be ok. I haven't seen your or your friends system and I suspect there is a lot more going on here. You haven't even given us % load under X game with Y settings. No temp info, etc. Honestly it's like you made this thread to vent We need hard numbers if you want real help. And if the "friend" isn't going to loan you his PSU I'm suspect of any numbers he's telling you.

IN fortnite, on everything low I get 30-180 frames. My friend gets way less drops and more consistent frames. My loads on both my cpu And gpu go from 30-100 percent. And i made it to get help. NOT to make anyone mad

....I said that all of my settings were at LOW. All LOW settings. And yeah it's at 1080p. Another game, Rainbow Six Siege, I get 57-100 frames on everything low except for textures at ultra. That's also at 1080p. My friend gets a constant 120-150 frames on the same settings and some higher.

The last time I used such software I used hwmonitor. CPUID will work but from what I've seen the info provided is a bit more condensed. CPUID has a tab for voltages and temps, but HWmonitor provides a lot more.
yes you are correct i do use hwmonitor. to bench mark and see my speeds on cpu and gpu during game play yes i too am for this
https://www.cpuid.com/softwares/hwmonitor.html
use this the mods should be able to help u. have it running during a game to see what the freq of cpu and gpu during gameplay .write it down and post it or screenshot it paste in picture in edit new and paste yes edit any photos and name it a different name jpg . upload to tinypic and show us by giving us direct link to photo that will tell a lot about ur rig and its specs during gaming and if it bottle necks the mods here can advise you on your next move.
