Is my motherboard bottlenecking ?

I have a prime a320m-k motherboad and was wondering if it is restricting my gpu and cpu.
GPU: radeon r9 390x gaming 8gb
CPU: AMD x4 950

Your CPU and GPU are involved in a bottleneck , not the board.
Your CPU is weaker compared to your GPU.

No, a motherboard can't bottlneck anything. You can't overclock on it, but it'll run full boost speed and allow you to run your memory at whatever speed it's rated for up to at least 2933

Not really, but can't overclock cpu.
Motherboard will not bottleneck anything for normal usage, only possibility is PCIE lanes which is more than enough for 1 gpu.
To me, the bottleneck is CPU, you should get a Ryzen.
