Is my motherboard faulty?

Hello, I probably should've made this a long time ago but I decided at the time to just forget about the problem. The problem is, is that my computer only boots up if there is 1 memory stick in my motherboard's 1st slot. The motherboard is a MSI H81M-P33 and I only got it because I was on a budget build. I tried putting the 2nd memory stick in the 1st slot and it still boots so the memory is fine but if i put 1 memory in the 2nd slot it says no signal detected on my BenQ monitor. So i'm thinking my motherboard is faulty. The memory is a G.Skill Ripjaws X Series 8GB (2 x 4GB) DDR3-1600. I just built this PC on May of this year. I don't want to play games with 4gb of memory as it's not enough and I just want the full 8gb. So any help please and btw i'm running on windows 10 if that helps.

What CPU? What CPU cooler? Do you have the latest BIOS? Did both sticks come in a single package? Has XMP been enabled?
