Question Is my motherboard fried?

Did I fry my mobo?

I was having weird artifacts so I uninstalled my drivers and tried putting in my old GPU. I put my old GPU in but I left the power connectors for the other gpu and turned it on. No signal to monitor so I put the other one back in and I still have no signal to monitor. In both cases everything turned on, lights, fans, etc but both times there was no signal. I tried every port and multiple hdmi cables.

New GPU: RX 5700XT
Old GPU: 1050 ti
Mobo: Msi B450M Gaming Plus

I need this explained a bit more. Did you pull out the first GPU but leave the aux power connected to it while plugging in your other GPU? What was the first GPU sitting on? Was it just dangling?
