Is my motherboard or CPU bad?

My computer keeps on turning on and off repeatably as seen here (https://drive.google.com/file/d/0B4WCh-mP_Wiwa0dEZ0Z4bmVIZU0/edit?usp=sharing)

I've taken everything out besides of the PSU, CPU, and the 2 sticks of RAM and it would still do this. I've also swapped the RAM around and did it with one stick, same results. I've test my PSU with the paperclip method, and that seemed to function fine, because it didn't turn on and off. Lastly i took out all the ram and it would still do this, so now i am pretty sure its either the CPU,Motherboard, or the PSU. If you are wondering what i did to cause this problem its because i was stupid and dicked around in the UEFI ( i turned on PLL over-voltage, changed the RAM speed to 1066 MHz, changed the cpu ratio to all cores then punched in 38) other than these settings i changed nothing else, not even the voltages, i left those on auto, so highly doubt that i fried the CPU. Additionally some say to just reset the CMOS (take out the battery or reset the jumpers on the board) i did that, and i got the same results, nothing changed, i even left the battery out of the board for a whole night, still nothing. So yeah what is the likely hood that my cpu or motherboard is fried? cause if my CPU is fried i may never get to use that computer again, if its the motherboard i might get that replaced.

Sounds like you got your cpu Toasted, one way left now go and check it with friends pc, I knew he would not feel comfortable but tell him just to check your processor.
ha ha ha Lawlzzz, nah my brother I'm not scaring you but if you want to overclock then you should have to ask here from experts, overclocking is not easy job. Many users killed thier processor in this way, ok tell me when you starts your pc how long it keeps on???
