Is my motherboard or psu going bad

Recently my computer has not been able to function properly.

Sometimes it boots up to the windows 10 logo and then blue screens(your pc ran into a problem and needs to restart)

other times I am able to log in but it will eventually blue screen again within a minute.

I opened my computer case to see what happens when the I power on. The thing that happens everytime is that the gpu(GTX 1070) fans will start spinning and then stop, and then repeat.

The gpu is fairly new, Ive only had it for a month, but everything else is about 3 years old. I would like to know if there is a solution to this.

Nothing obviously amiss in your configuration.

Do you have 2x4 RAM sticks? Blue screens don't tend to be physical PSU or even motherboard problems. Have you tried running on just one stick? Have you tried running without the GPU, using the integrated graphics?

I do have 2x4 sticks. I will try these and get back to you with results.

On one stick my computer started up normally and hasn't even blue screened yet. Though the gpu fans still don't spin like they usually do. Only of them spins.

The integrated graphics would not even display on my monitor
