Is my new card dead?

I just got a used Radeon 7970 on ebay and theres no display on the screen. I can hear windows boot and it even makes a noise when I unplug the monitor and connect it to a new DVI port but theres never any display at all on either of the 2 DVI ports and I have nothing to try the diplay ports with. I put the 6950 back and it works perfectly.
Is there anything to try or is the card just faulty?

Seems as if it is dead sorry. Probably see if you can send it back R.I.P Radeon 7970. Ebay isn't the best place. Try Craigslist or Amazon next time.

if you have an older pc and the onboard video works with the new card and you have all the power leads on the gpu and mb connected. it can be a bios bug with the mb see if there any bios updates for the mb or it can be a weak power supply or a bad gpu.

you should always do a fresh clean install of drivers before installing new card or it could be any of the things that smorizio said but try using DDU and do a fresh http://www.majorgeeks.com/files/details/display_driver_uninstaller.html

Coming from EBAY , probably a bad card get a refund.
