Question Is my new motherboard dead?

I have the following components:
  • i5 9400F
  • 2x8 DDR4 sticks of ram
  • Antec VP450 PSU (450W)
  • ASRock B365 Pro ATX Motherboard
Those are all brand new parts (except the PSU) which I received today. I put everything together (I've built many PCs in the past so I'm 100% sure I did everything correctly) and wired up the PSU. I shorted the pwr_btn leads on the motherboard to see if it's working before putting it in the case and nothing happened. There was no sound, spark, smell or anything of that sort. The cpu fan wasn't spinning, there were no lit up LEDs, nothing. I even wired up the case power button and pressed it, still nothing. I thought the PSU might've been faulty, so I borrowed a 600W from a spare pc which is perfectly operational, wired it up and still nothing. I was being careful while handling the components, so the possibility of a short circuit killing it is very low. Is it just a faulty mobo or is there something I missed/possibly did wrong? Is there anything I can do before returning the board for a new one?
