Is My PC Bottlenecked?

I recently got a rtx 2060 FE and my PC has began to lag I cant even stream and play at the same time in all my games
Specs:
CPU: AMD FX- 8350 Eight Core
GPU: RTX 2060 FE
Motherboard: 970 Gaming
OS: Windows 10

In this instance, the 8350 is a fairly weak chip to pair with a 2060.

Yeah, the FX-8350 has very low IPC (instructions per cycle) compared to newer CPUs. It's about time for a whole new CPU/Mobo/RAM combo.

Either of those builds volkgren posted would be solid options to pair with a 2600.

My preference would be the Ryzen5 2600 simply on a cost front. The Intel build would definitely edge it out on performance though.
