Is my PC running at a decent temp?

So I've been upgrading my PC a little bit this last month and picked up an I5 4690 and then added on a Noctua NH-L9i heatsink for it. Before adding the heatsink I'd be sitting around 35C stable but now I'm running around 40-42 stable any ideas why? I'll add all stable temps to my specs. Thanks for any help.

Specs

CPU - I5 4690 - 40C
MotherBoard - MSI Z97 PC Mate(MS-7850) (SOCKET 0) - 32C
Graphics Card - R9 380 - 39C
Ram - 8GB
HeatSink - Noctua NH-L9i L-Type Low-Profile Cooler

I'm betting that the heat sink isn't mounted properly/there isn't enough thermal paste, you should try removing the heat sink, and reapplying just enough thermal paste to cover about 70%of the chip surface, then reinstalling the heat sink.
