Question Is my Pegatron IPMSB-DA motherboard dead?

So I built my pc to a standard case from an SFF HP Compaq Elite 8300 Case, I bought the motherboard secondhand. fast-forward to when I finished the build I basically just transfer my components from the old case to the new one. PC turning on but there is no beep no display. I tried waiting for 5mins still no response. about the CMOS, I bought a new one because the Pegatron doesn't have one. even so, I still tried the press power button without the CMOS in and still no beep and no display. I tried reseating the ram, tried inserting only one, then I tried booting the pc without GPU and ram, but then again the pc turned on but without display and beep.

PC Specs:

I5-3570
12gb 1333mhz 3x4gb
1 SSD
1 HDD
Gt710

tested with 2 power supply, 700w generic PSU, and 600w true rated PSU.

because the power supply from my old case doesn't fit the standard case.
