Hi,
I've had fx8350 procesor for 2 years now. It's been overclocked most of the time, and most of that time it's been running on 6 cores on 4.6 ghz. My temperatures never went above 60degrese. In my bios (even tho I could not understand what exact voltage I boosted pc, highest I would go is +1.6v on cpu voltage (bios did not show me exact cpu voltage, just how much I was boosting it type of info). Using Prime95 I was able to find nice setup at the time. (exactly where my pc wouldn't free and temperatures were below 60 degrese).

This is my pc configuration:
AMD fx 8350
Gigabyte-970a-ds3p
16gb ram
HDD 1TB
SSD 250mb Samsung 750 EVO
GTX 1060 G1
Logitech G400
Steelseries Apex 350 tipkovnica
Steelseries Syberia slušalice
Zelman z11
XFX 750
Double monitor setup Samsung s24d390+ benqGW2765HT

For the past 2 months my PC has been freezing a lot. Specially when its under heavy load. I did notice it all started when I got 4k monitor.
One day, I've decided to go BIOS and run default config on my pc. Was shocked to find out my PC couldn't go beyond windows loading screen. (fx8350 default is 8*4ghz). After I've boosted voltage on default +0.8 it finally entered windows.
2 weeks later I've sold 4k monitor, since then, my pc freezes much less, however, under prime95 it still freezes even on default.

I would also like to stress out that my temperatures are very low now, even with + 1.6v on default fx8350 configuration. It's like power is not reaching cpu.

My PC freezes on Prime95 running on full default bios settings. After I boost voltage ->

+0.4 volts is the border. on +0.2 my pc freezes under prime95. So default +0.4 is must voltage for my current cpu

Is my cpu dying? Did I degraded it by high overclock?

Solution
Sounds like a CPU dying or overheating. But since you have ruled out overheating... Dying is left.

The high overclock is not what damages the CPU. Volts do or heat (or both).
