Is My PSU bad?

Upon speculation that my PSU is bad I went out and bought and EVGA to replace my Rosewill. This was due to crashes and freezes. Hardware Monitor was showing my GPU at .95 volts with the Rosewill, but now with the EVGA it's showing .85 volts. Does this mean anything to anyone?

It's handled internally in GPU which gets 12v from PSU and can easily drop to about 1v unless it's grossly under powered (in Amps).
