Question is my psu dead?

recently got a new psu as a part of my new pc build for my mom, but i think i got a bad PSU that i may have to RMA

i tried breadboarding my pc (just mobo, ram, nvme, tried doing power pins on mobo. nothing happened, and it also seems like my motherboard wasn't getting any power.
