Question Is my RAM running/configured correctly?

I recently noticed that task manager is showing that my memory usage percentage is unusually high compared with what I'm actually running on my computer and the RAM I have installed (16gb).

As shown in the below screenshots, the first 10 or so processes add up to about 2.5GB of usage, with approximately 100 processes (incl background processes) under that ranging from 0.2mb to 20mb. So in total the RAM usage shouldn't exceed more than 4GB in total - max. So why in that screenshot does task manager put my usage at 39% ? Not to state the obvious but 4GB is not 39% of 16GB....

Am I missing something, is something wrong? As per the HWinFo screenshot my system is detecting 16GB of RAM.

Any thoughts/ideas would be much appreciated...

Windows itself doesn't show up in task manager for its usage. For example right now the top 15 from my desktop comes out to 4GB but I'm using 32% of 32GB RAM. Basically Windows itself is using 6GB on boot for my system.

For your RAM did you turn on XMP in the BIOS? The picture shows 1066MHz RAM which comes out to 2133MHz DDR but your RAM I think is 3000MHz based on the name. If you don't have it set to run on the XMP profile then you are losing out of RAM bandwidth.
