Is my rig bottlenecking?

I have recently just finished building my rig and i am really determent to tell if it is bottle necking due to the CPU being VERY old.

Spec list:
CPU: Intel Core i7 950
GPU: Asus Geforce GTX 960 Strix
MOBO: Gigabyte GA-X58A-UD7
PSU: EVGA G2 SuperNova 750w

i have been playing a lot of games being locked at 60 fps due to VSync but on some games i dip below it a lot and witcher 3 i was not able to run at medium settings above 30 fps so i really want to know if have a bottleneck so if you guys could help by telling me how to check or anything like that pls

12 gigs of ddr3 kingston hyperx RAM

that is a nice rig but at very cpu depended games you will run into trouble! you have a great mobo amd psu so i would defenately try overclocking the i7. just grab a decent air cooler of cm 212 evo level and you will be fine!
well, with ''Intel CPU Core i5-2500K 3.3GHz'' as minimum specs for cpu in witcher 3 , no wonder the struggling!
