Question Is my Samsung monitor broken?

I have a Samsung Syncmaster SA10 and the screen turns white when the monitor turns on (even without my pc connected)It is very slow because now it refreshes about every second and overlaps multiple frames. In the video you will see the screen when there's nothing connected.

It looks like that it's run it's course. If that's what's happening when you're connected and not connected to the display, it's highly possible that the controller on the panel has given up the ghost. You could try and use another cable but the panel, being old, is in dire need of replacement.

That is an old panel from 2012. Judging by your issues with the panel's slow response rate and multiple frame overlaps, I'd agree with @Lutfij. It's time for a replacement, as the one you currently have is on its way out.
