Is my secondary storage HDD safe when I re-install Windows 7 on my primary SSD?

I built my own PC about a year ago but it started bluescreening regularly about a month ago and I can't solve the issue, so I've decided to just re-install Windows. I used Macrium Reflect to store an image of my primary SSD on the HDD so I can get my files back after re-installing, but I will re-download all my programs to avoid whatever caused the issue in the first place. When I re-install my OS on my SSD will the data on my HDD be safe?

Also, do I need to format my SSD before re-installing, or just pop the installation disk in and restart? I want a completely clean Windows 7 on my SSD.

You can just pop the installation, the SSD will be automatically formatted.
The data on the HDD will be safe as well, just make sure you unplug the HDD from the SATA port while you are installing Windows on the SSD.
Otherwise, you might encounter an OS confusion which can cause booting issues later on. Once the Windows re-installation is completed, plug back the HDD and you should be able to access the data on it.
