Depending on the use, maybe.
I would not really call that a "balanced" system at face value though. Unless you have specific needs for the hardware chosen, then there are cheaper options at similar performance.

Do you do work that requires an i9 processor?
Any reason for the RTX series, especially a 2080Ti.
Lots of expensive storage, when it may not be needed.
Large PSU, with no indication of SLI this size is unnecessary.

Based on the peripherals you are gaming, in which case half of those components above can be brought down a bit.
