[SOLVED] Is my vostro 200 bottle necking my gt 1030

Hello, i have been working on a old computer for some time now, and i have run into a problem. My gt 1030 is being bottlenecked and i dont know why. I was told that it might be my motherboard but i dont know. If that is not a problem, could someone please say what is.
Specs:
Windows 7
Vostro 200 mother board
E7200 CPU with 2.53 GHz
6GB (RAM)

There's not many CPUs that bottleneck the little GT 1030, but the lowly E7200 dual core might just be one. Especially if you have been gaming online on busy servers with lots of players. Have you check the CPU usage vs GPU usage?
Run MSI Afterburner, enable OSD and watch the CPU vs GPU usage as you game.
