Question Is my Xmp file bad?

For some reason my ram is stuck at 1666 but I can’t enable the xmp no matter what I try, even after I upgraded my cpu, is it because I bought ram with an Intel xmp file? And how tf do I get it to run faster, it needs to be at 3200

Asrock b450m pro4 ryzen 5 3600 x 16 gb oloy warhawk ddr4 3200 Radeon r9 270 and then I have a couple ssds

CPU-Z is a very useful and lightweight app.
You should definitely have it, if you want to get info about your ram.

Get the app, install it,
make screenshots,
open www.imur.com,
press on new post in left upper corner and
upload your images.
