Hello, is this GPU sufficiently good enough to drive a 4K monitor @60 Hz for general productivity uses including watching youtube videos? Is it worth to spend about $250 more on getting a 1070Ti? I don't play games.

Solution
Yes, far more than enough. In fact if your not gaming and not looking for GPU acceleration in your productivity programs then something like a GT 1030 would be perfectly fine for 4k video playback, a 1060 would go to waste.
Hae if you are going to use only 4k monitor so their is most cheap card that can run your monitor at 144hz . And it is so cheap. Its name is geforce gt 1030 2gb ddr5.

And if you want to play games so your gtx 1060 is cheap and best card. It can run all games at 60 fps at 4k. At medium and high or ultra settings.(good card for gaming)
