Is ok to run a stock cpu cooler at 100% fan speed.

I googled and couldn't get a solid answer so I have a 4770k and recently my temps were going up so i reapplied thermal paste and my temps are much better. So my question is can i run the stock intel cooler run at 80 to 100% 24/7. it only jumps to 100% if it hits 70c and i usually hover around 68c while gaming for a few hours. So should i lower the min fan speed or is that fine, I plan on upgrading the cooler in a few months so I can overclock.

Your temperatures are fine for a stock cooler. Leave the motherboard to control the fan speed, to me it looks like it is making a very good job. Don't stress the cooler and make it run 100% it might cause you trouble. Just upgrade to one aftermarket cooler, there are a ton of options and you are fine
