Is PC3 1600 compatible with PC310600u?

Theoretically it should be compatible but in reality it may not, especially if the system comes from a big OEM. A lot of them limit the compatibility of their systems in order to sell their own branded parts. The fact that it beeps is a sign that the motherboard can't even recognise that RAM. It's like there isn't any RAM installed.

Put the old RAM back and try to find a newer version of the motherboard's BIOS. If that doesn't work or you can't find a newer BIOS version, try to reset the CMOS and test one stick at a time on each motherboard RAM slot. If nothing changes either the RAM is bad or you are facing a compatibility issue (most probable) that I'm afraid can't be fixed.
