Is r9 290 overrkill for 1080p

Nah... you'll be fine... Buy the best you can afford... Remember, in a couple of years that 290 will be considered a low to midrange card.

for 1080p the best you can get is a gtx 970 if you insist on getting amd the similar card would be the 290x

Its not overkill and in some games you wont be running max settings if you want to average 60fps.
