is setting Maxium processor state to 99%, safe?

Inside my power options I set my Proccesor power management, Maximum processor state to 99% and Minimum processor state to 99% so my CPU doesn't overheat. Is this safe? I have a desktop PC, my CPU is the i7 7700k

I looked over a Tom's Hardware test of that CPU and while it does seem to run rather hot for an Intel CPU, it still shouldn't hit 80. Have you got that new cooler and case yet? If so, and it's still running around 70 degrees, make sure you applied the thermal paste correctly; if not, it should get even cooler once you get those, possibly even to the point where you could return the voltage to normal levels without worrying.

I haven't got the case and cpu cooler yet, but i have time because im not afraid of the temps anymore, yesterday when i was gaming my Cpu temps where about mid 60's to high 60's

Btw, what do you mean by applying thermal paste correctly, i usually just make a dot in the middle and spread it around the cpu with a piece of plastic. Right now im using the Cryorig CP7 paste because it came with my cooler.

That's the correct way to apply the paste. Just make sure you get a good even layer on the entire CPU.
