Is stuttering in games normal?

Here are my specs:

gtx 780
i5 3570k
16gb ram
500 gb Samsung ssd

I have noticed this on all of mine and friends gaming rigs. Basically you could be getting 60fps and all the sudden a little hitch (not to be confused with constant micro stutter) and it really bothers me. I can't enjoy PC gaming when everything else about it I love, but its that one gripe that ruins it for me.

To make it easier for you guys to avoid common questions. I ruled out all hardware/software issues with my rig. Including cleaning, replacing hardware, reinstalling windows, etc. Nothing seems to work. The games I play are fallout 4 and skyrim mainly. I just want them to play perfectly without stutters. If anyone is sensitive as I am and doesn't notice any of these problems please reply back with cpu, gpu, and what kind of storage you are using. Looking to build a high end rig that will play bf5 perfectly.

Try enabling Adaptive Vsync and Triple Buffering in Nvidia Control Panel. You may have to drop some advanced graphical settings, but it's worth it.

Those are snake oil fixes I have tried that years ago and it didnt do anything. Just gonna build another 3000$ rig and see if that does anything.
