If you want to play Watch Dogs on ultra, an FX-8350 or i7-4770k is what you will need.

That site is full of rubbish. It looks like they're comparing entirely on specs aren't aren't taking architectural differences into account.

The 4570 is roughly equal or slightly better, depending on the game.

EDIT: If Watch Dogs is very well threaded (haven't looked much at the benchmarks), it's possible that the FX could perform slightly better. The i5 should be plenty, though.
