Is the CM Hyper T2 cooler worth it?

So i have an i5-4460 cpu and my cpu temps were reaching around 80 and i decided to buy a cheap aftermarket cooler so for $17 i bought one, will this be enough to get my temp down to about 70 or lower?

Is it better to purchase this over a case fan due to the fact im not overclocking. i have 3 cheap case fans
