Is the cpu fan broken?

so i got myself a new cpu... an i5 2500k with a stock cooler...but since then my pc turned off a couple of times for no reason...it also sometimes just blacks out for a second or two....my dad suspects that the cpu fan is spining the wrong direction and that it blows the air onto the cpu making the cpu and the motherboard hot....my other specs are:Rx 470 4 gb gpu
MS PRO 550W ATX P4 psu
Asrock H61M-DGS motherboard
do i need a new cpu cooler or what

The stock cooler is supposed to blow air onto the CPU...

You can always monitor your temps to confirm whether it's a temperature issue or not - http://www.cpuid.com/softwares/hwmonitor.html

But my suspicion is a crap PSU that can't support your system.

Stock cooler is supposed to blow air onto 'CPU' - more exactly onto heatsink. Furthermore it is impossible to install it 'wrong way'.

and what is the optimal temperature for this processor with an stock cooler without oveclocking(since it is unlocked im just asking)

Under 80C.

No such thing as 'optimal' temp. The lower the better. But as long as you are below 70 C even under full load, it's okay.

and what is a budget option for upgrading that psu...i did think that it would get me sonetimes but when i saw that i could power the rx then i was like nah its good....so again what is a cheap option for upgrading my psu and that that psu could power all of my components?
