is the cx 430 watt compatible with the rx 480?

Out of the box, no since you need a 8PIN PCIE cable. That only has a 6pin. But 6-8pin connectors are cheap so that is a problem. But I would wonder what system you have since the 480 Pulls 150watts alone, you will need a bigger supply if you are loading it with higher end parts.
 

My current build consists of
Cpu - Amd athlon x4 760k
Gpu - Gtx 750 ti
Psu - cx 430 watt
Hdd- 1 tb wdb
Mobo- msi a78m-e35
case - corsair spec 01
cooler - hyper evo 212 (yes it fits)

I really want the rx 480, how do i make this work without changing psu?

the wattage is fine as well lol i want the 4gb version i don't want a hard core overclocked one
 
i hav e an intel i5 4590 and i put a rx 480 instead of my 750 and it says its only going to dra 343 w i have a 430 watt psu idk abou t amd but intel is power efficient so i can get away with not replacing my psu it may be the case for you too just go on pc part picker and pick all your current parts
