is the i7 4790 (non-K) worth the price

I'm planning to buy an i7 4790 non k version, specifically because I want a powerful procie without having to overclock it. Do you think it is worth my money?
Or do you think the i5 4460 is a better choice if I don't have plans of OCing my i7?
I play games, and I usually edit videos and images using Photoshop and Sony Vegas Pro, After effects.

The 4790k is one of the highest performing consumer CPUs on the 1150 platform at this time. You would benefit from having the unlocked "k" version as the base frequency of the cores is higher than the locked version (4790). Even if you do not overclock the bump in base frequency could be worth the extra $40 which is not that much to be honest. If you do a lot of editing that $40 investment could be paid back by the amount of time that you would save. Obviously it may only be a couple of seconds here and there but that adds up over the life of your system and your time is money.

Vegas greatly appreciates hyperthreading, therefore go with an i7 over an i5. However, if you're not willing to overclock I'd go with a xeon e3 1231 v3, which is a tad cheaper and runs fine on h87/h97 boards. Only if you have a dedicated gpu, though. Otherwise the i7 4790 should be fine. For 30€ more, you could get an i7 4790k, though. It has fairly much higher base speed and yields the possibility of overclocking in future, which is really easy with an open multiplicator. That would require you a custom cooler and a z97 mainboard, though.

Let's take Xeons out of the list, because they are highly overpriced in my country.
I dont have plans to overclock, so setting aside the OC factor, what would be more preferred? I7 4790 or the i5 4460?

When converted to USD, a 4790k costs around 367 USD, while the non-K costs around 326 USD in my country. What do you think? Is it worth it? If not what do you recommend?

Considering it's low price and fairly strong rendering performance, overclocking an 8320 might be your choice. If you also plan on gaming, though, I'd pay a bit more to get the i5 4690(k). Ultimate choice would be the i7 4790k with a z97 board, of course, but I think that would only be justified if you render and edit really much. Afterall it comes down to what is important for you, all the mentioned cpu's are really strong, especially the intel one's.

What do you mean by 2hrs of videowork a day? How does that become a factor, just wondering :)

We don't have much Xeon procies here. Most of them come in server bundles.

i7 4790k with r9 270x or 280 (non x, sells for same as 270x here and offers better performance if you overclock yourself). Or even i7 4790k with any other gpu. As your primary is rendering or editing apparently, the gpu is not even close to as important as the cpu. If you want to play games on higher resolutions (above 1440p) you should get the i5 4690k and a r9 280x, though. Anyway, especially then you should make sure to OC it, as you hit 4.4ghz+ easily on the 4690k which brings it closer to the i7 performance.
