Is the phone real or fake?

So I found a person that is selling a Note 3 and I'm looking to buy it. I've looked up the IMEI and it is correct but the 7th and the 8th digit are 06 (0 and 6). And on the internet it says this:
If the 7th & 8th digits are 06 or 60 then it indicates your cell is made in either China or Mexico or Hong Kong,
So I'm scared if it was made in China does that mean it is fake?

considering that nearly all phones are made in China that means very little.

Just because it was made in China, Mexico, or Hong Kong does not immediately mean it's fake. Many companies have factories in these countries* because the costs of operation are low.

If you want to confirm it's legit, you could try contacting Samsung directly and have them verify the IMEI or serial number.

*I know Hong Kong isn't a country officially. It's complicated, CGPGrey has a good video covering the status of Hong Kong.
