Is the ram speed on the product its speed limit?

Hello, from my question its obvious that i haven't build a pc lol anyway im planning on building one and i have been search around for 2 months, so i decided to buy in the next few days anyway, something crossed my mind that there different rams with different frequencies so a product with ddr4 3000 ram speed, is the 3000 its speed limit i mean if someone going to overclock the ram speed it only up to 3000? if not why not buying a ram with 2400mhz and overclock it to 3600 or 3200?

I have a feeling that this is a stupid question lol but i hope i find an answer.

That is the rated speed. It's what they tested it at and is confirmed to work at. Many ram models use the same chips. The chips go through the same manufacturing but some are better than others because this is not a perfect world. If they fail to be a higher model, it could still be used as a lower model. It could be labeled as a lower speed just because they need to meet demand and it could clock as high as the top speed models. In other words, it's a lottery. Ram speed has a negligible effect on performance for most uses so people don't really bother.
