Maybe like 150fps but the cpu is going to be the limiter compared to the beastly rtx 3080. Where are you getting this PC? I would really suggest a different configuration if you have this amount of money.

what is bottleneck
Let me explain this. Your CPU runs the actual program of the game and the GPU displays what the CPU sends it. If you pair the 9400f which is a slower CPU with a really fast GPU like the 3080 it will bottleneck it because the 3080 is being wasted because the 9400f is slow. Basically the 9400f only has the power to compute maybe 120 fps while the 3080 could do 400 with the right CPU. So you should get an i5 12600k and a 3060ti or 3070. That will get you 240 or more fps.

so i wont be able to get 300 fps in fortnite all low settings in arena with an i 5 9400f
that is a low tier CPU @ 3GHz / 4GHz Turbo.
i seriously doubt it could provide that amount of fps even with crap in-game settings and low resolution.

for ~$30 more you can get the similar speed i5-12400F that can out perform the 9th gen chip by quite a big margin.

do some researching by viewing the performance comparison charts available out there.

You can play in mid settings as well with these specs. But I'd suggest you to get a better CPU, i5 9400F isn't worth the price at this point, its pretty much outdated.
