Is theere big noise difference between 65W to 84W cpu (i5-4690k)

Good Morning Everybody
As the title may say, I am looking cpu for htpc I am build, but I have no experience. All the guides recommend to take 65W for silent htpc, and I found i5-4690s (65W) is good for the purpose. On the other hand, i5-4690k is 84W, there is 19W which doesn't sound very much. Drop the price factor and focus only in the Noise level, Is there major difference in loud noise?
This is for gaming htpc, and it's gonna to deal with games, but I don't mind to settle on lower performance instead to be deaf of too noisy computer

The 84W is the needed wattage in load. In idle These two CPUs will need the Same cooling i guess. From my preferences its not a big deal when the PCs is a bit louder while i'm gaming.

But all in all i think that you might need a custom air cooler, there are some good and quiet out there. I would suggest a Be Quiet!, since i mqde good experiences with it.
The CPU themselves won't make any noise its the CPU cooler that will due to higher temperatures. The noise level from the fans depends has several variables such as the average room temperature, the fan quality, how well optimized the air cooling is in the case and the type of CPU cooler you have.
 
So according to what you say, a good cpu cooler for i5-4690k (84W) possible to be quite almost like a "stock" fan for i5-4690s (65W). I think that the i5-4690s is build to be low-temperature so from that the fan won't work too hard in cooling him.

Yes. Actually just about any after market CPU cooler will be quieter than the stock fan.
