is there a copyable windows xp that i can put on a flash drive?

my hp mini is giving me this code windows could not start because the following file is missing or corrupt " <windows root>\system 32\ntoskrnl.exe. my question is...is it possible to download this missing file onto a flash drive then upload it onto my hp mini ?

You may need the cd not just the file
