Is there a max on memory of my gpu

I recently bought a Dell Vostro 470 i5 mini tower and am looking to do a few upgrades. First thing, I want to get a gtx 1050ti to make it gaming ready but as i was reading the manual for the dell vostro 470 i saw the video card section where it said " up to 2GB of discrete memory" and then under that it said " Note: The available video memory will depend on the graphics card installed in the computer". So does this mean that i can only use a 2GB graphics card. The only weird thing about that is that i've seen videos with that graphics card and my processor. Does the motherboard affect how much memory my gpu can have. If i cant use the 1050ti and have to get a 2gb graphics card which one should i get (preferably one thats just as good so like higher clock but less memory) also under 200$ canadian

The second thing i want to upgrade is my case and my psu. what would be a good case and psu. Under 100$ canadian.

You can use any size VRAM gfx card you want. The card's VRAM is independent of the system RAM. What they are referring to, is that the amount of VRAM that a gfx card has onboard determines the size of screen buffer that Win sets aside in system RAM.

But... if your PC only has 2GB of system RAM, the 4GB gfx card may eat too much system RAM for the screen buffer to be practical. If your PC only has 2GB RAM, I would upgrade to at least 4GB RAM for a gfx card with 4GB VRAM. 8GB would be even better.
