Question Is there a noticeable difference in computer performance between 4800 MHz 40-39-39-76 RAM and 5600 MHz 46-45-45-89 RAM?

CPU Specs:
Processor: Intel Core i7 14700
Graphics Card: Intel UHD Graphics 770

I plan to run 50-100 Google Chrome tabs, up to 10 BlueStacks instances (Android emulator), and just overall multitasking running many programs. I'm planning to get 2 48 GB sticks, so 96 GB RAM total.

RAM choices:
RAM 4800 MHz 40-39-39-76 RAM
RAM 5600 MHz 46-45-45-89 RAM

I did notice the 4800 MHz has lower latency, so I wonder if the worse speed is balanced by the better latency.

For everyday use, I doubt you will see any difference.

4800 CL40 has 16.67ns latency
5600 CL46 has 16.43ns latency

both have high latency, for performance latency should be at 10ns or lower
ie 4800 CL24/5600 CL28
