Is there a way i can put my pc to sleep but not wake up if i move my cursor or touch my keyboard? I want it to start if i press the power button...
 
When i turn off my pc i hear a buzzing sound from the psu but when i put it to sleep mode i dont hear anything so yeah..

Possible. You have to disable "wake from USB devices" in the BIOS.

EDIT: Alternatively, you can use Device Manager in Windows to accomplish the same thing (easy). Follow below steps;
  1. Go to device manager
  2. Expand the keyboard section
  3. Right click on the keyboard driver & click properties
  4. Go to the "Power Management" section
  5. Untick the "Allow this device to wake the computer"

Well, you have to choose whether to power down, sleep, or hibernate.

Power down is self explanatory.
Sleep, as you have already discovered wakes the machine on one of several inputs.
Hibernate combines the two and only powers up when the power button is pressed, or, in the case of laptops, when the lid is opened (not on all models however, such as HP)
 
In Device Manager, you can deselect the Wake option for those devices
