Is there a way to overtake the gpu boost 3.0 nonsense from messing with the clock in game?

My gtx 1070 will occasionly, in gta v first person mode, drop its core clock to about 1250, and once i hit a car i drop to 40fps and the core clock jumps to 2080 again then settles down, can i change this because it does get quite annoying after a while
 
Solution
Yeah it most likely is vsync or something capping your frames at 60 fps. So since the gpu doesn't need to be fully used it clocks itself up and down to use less power and generate less heat. The EVGA Utility does have an option to keep the clock the same no matter what. You should be able to use it even if you have an MSI card.
