Is there a way to reduce (not disable) turbo boost?

I have a laptop that has a cpu that runs a little hot when playing WoW. I have seen it get to a max of 89C using msi afterburner and dragon gaming center. I know this isn't a cpu killer temperature but I still don't feel comfortable with it that high. I do notice slight hiccupping in WoW when the temperature starts to reach the 89C mark on the cpu, I think it might be slightly throttling. The hiccupping is not caused by the gpu. My gpu is a gtx 965m. I already have a laptop cooling pad and my laptop is always on a hard surface. I would be comfortable with the cpu bellow 80C. I do know if I turn view distance, shadow quality, and a few other minor options to lower settings, it helps with the cpu temps. I'v already set max and background fps to 55fps. I also know if I keep everything maxed without lowering any settings and turning on turbo mode for my fans helps also, but I don't like keeping them running at 6000rpm all the time. I believe the culprit may possibly be the turbo boost my intel cpu comes with. I am wondering if there is a way to lower the turbo boost, not disable it, to possibly lower cpu temps as well. I do not want to run WoW on 2.6Ghz 4 cores 8 threads. I also searched for a way I may disable hyperthreading but my bios doesn't support the option, nor disabling or lowering turbo boost.

I finally found a solution to the question I asked. The solution is called "Throttle Stop." I have heard about this program before but thought that it would completely turn off my turbo boos, the name is kind of tricky, but what this program actually does is it is used to underclock the cpu. It even underclocks the turbo boost as well. Say you have a cpu that runs at 2.6Ghz without turbo and 3.6Ghz with turbo, what you can do with this program is underclock the multiplier to 30 for 3.0Ghz and still have a downgraded turbo boost and save yourself a good 5-7 celsius or completely turn turbo boost off by setting the multiplier to 26 for 2.6Ghz stock speed. Thank you MarkW for your help and I hope this thread is useful for other people...
If your laptops BIOS allows you to set the CPU's fan speeds based on temps, setup a fan curve like this:

40% at 45°C
50% at 60°C
65% at 70°C
70% at 75°C
80% at 80°C
100% at 85°C

If the fan can push enough cool air over the CPU as it warms up, you can often get the CPU to stay at a lower max temp.

WoW is not all that demanding a game, but they have added better graphics to it with most expansion packs, and taken advantage of the feature DirectX has given them once the player base has mostly adopted video cards with those features.
 
Setting a fan curve is something I have looked into at one point. Unfortunately, there isn't anything, not even in the bios, that can adjust fan speed that I am aware of, except my laptops turbo fan button which brings them from 3333rpm to 6000rpm. Not even MSI Afterburner will adjust my fan curve, which sucks since I am using an MSI laptop. I believe I read somewhere that on MSI laptops the fans are locked and can't be controlled from 3rd party applications and my bios doesn't have any fan curve options.
 


I downloaded speedfan and when I go to Readings>Configure>Fans, and Fan Speed, doesn't show the fans and when I go to Charts and select analyze fan speed also shows me no fans, also starting it in administrator yields the same results.
 
I was going to test it out, and had to stop. I am not at home right now, and all I have here is a Chromebook and an android smartphone. I do know I had SpeedFan controlling the fans in my PC last year... But I won't be back home for awhile. I do remember needing to read the help to get it setup.... I cannot remember why at this point.
 
I have found a very specific program that was made just for certain MSI laptops, it's called MSI Silent Option. For some reason, that is THE ONLY program that can control my fan speed. It's a very basic program that I am actually able to control the fans with, but it is only a temporary fix. I would like my fans and CPU to last me a long time. Whenever I play WoW I play it for long sessions; therefore, my fans would run at 100% for long periods of time making them degrade quicker. Is there no possible way to tune down my turbo boost from 3.6Ghz to 3.0-3.1Ghz?

The MSI Silent Option isn't even a program provided by the actual MSI site. One of their tech supporters had to actually create this program, do to demand, and post it on the MSI forums. This program is extremely basic, and I believe it is still pretty beta, even though it doesn't say it's beta it just feels that way.
