is there a way to slow down a 4pin fan?

so i have recently completed a build with a faulty motherboard which forces all fans connected to it to run 100%, i have a fan controller installed, and im wondering if there is a way of connecting something to the motherboard header, and then to the intake fan which will limit the rpm of the fan to a very low amount? reason being is that without a fan plugged into the motherboard and all in the fan controller when you boot it wont let you boot without going into bios and then restarting that way.

if not, whats the quietest 80mm fan which will be almost silent at 100% rpm

Many motherboards will not boot unless there is a fan connected to the cpu fan header.
If the fan speed is not operative, you can interpose a simple rheostat like a zalman fanmate which will reduce the fan speed.

There will be NO 80mm fan that is less than noisy at 100% rpm.
The closest might be noctua.

If you value quiet, look at larger 120mm or 140mm fans that run at lower rpm.
