Is there an issue here or am I just being stupid?

I'm not all that new to computer building, but I've never really run into a dilemma like this before.

Background: I'm building a little mini-ITX machine for use as a little linux home server. It's other main purpose is going to be backing up ancient hard drives to the cloud.

I have a fantastic computer parts store nearby that I've bought from for years, today included. They carried everything except for the processor I was planning on getting (a new LG1151 Pentium that I've ordered). I figured, no worries, I should be able to test some of the components without a CPU -- it certainly won't post, but I'll maybe be able to get a beep code and probably test the fans and the power supply. However, after putting everything together and starting it up, there was nothing. No lights, no fans, no noise. I didn't test display output for, uh, obvious reasons.

Re-building the cables twice over didn't influence any variation. The tried-and-proven paperclip test spun up the PSU fan, so as far as I'm concerned that isn't the issue, unless the wattage is too low (300) which I doubt. The usual troubleshooting routine (unplug X, Y, and Z, does it work?) did nothing.

Is this thing not starting because it doesn't have a CPU installed (and is this therefore the stupidest thread of 2016), or is it possible something else is wrong? In any case I'll wait for the processor to get here, but I'm fairly curious at this point.

Motherboard is an ASUS H110.
