Is there anyway to calculate the overall teraflops of a PC

Before anybody says, I'm aware that this is usually only meant for single components, not the whole PC, but I'm curious, is there any way to take into account everything in a PC and say how many teraflops it would perform? Including things like latency, memory bandwidth, etc? Maybe some kind of formulae?

The only way to do that is the same way they do it for supercomputers. Benchmark it. Teraflops aren't calculated, they are measured by using standard benchmarks, like LinPack.
