Question Is there such software that can macro the fanspeed settings?

I have razer synapse 3 and a basilisk v3 with 5 stages on a mouse wheel and smartlock mechanism. I feel like I would love to see a macro type of program that can write the fanspeed to buttons assigned through the hypershift feature on the mouse. I am aware theres no motor to spin the mouse wheel itself at the speed of the fans. But, something simplier. Like mouse wheel up can increase fan speed. and mouse wheel down could lower the fan speed. It would be a simply written program but with smartfan on and staging them so they sync as to not accidentally over heat. ect.

as far as I have gotten. Theres a phone app and mine has a fingerprint scanner.
