Is this 400w psu enough for this system?

Hello is this PSU http://www.aerocool.com.tw/en/psu/kcas/kcas-400w will be enough for Pentium G4400 , 4gb ddr4 ram and old 250gb sata hdd, cd-rom? This system will use intel hd 530 graphics on 1280x1024 resolution. And 1 more question, is 4gb single-channel ram is enough for movies only watching?

I'd stay away from Aerocool PSUs.
The RAM question is yes. 4GB is enough to watch movies and browse internet

It's not sad, if you have it, use it.
With low power system, it should be fine.

For your low power draw system the Aerocool will be fine , not great quality , but can easily run your specs.

And final question is it better to buy 1 stick ddr4 (4gb) ram with ddr4 motherboard, or just get ddr3 one with 2x2gb in dual channel ? This pc is for my father and hes not gonna upgrade it in 5 or more years lmao, so i think its better to get ddr4 one?

no difference - 4GB is 4GB
