Is this a bad Graphics card or MOBO?

Specs-
MOBO: Asus Crosshair IV Extreme AM3 AMD
VGA: MSI R6970 Lightning
PSU: Antec CP-1000 1000W
RAM: 4x GSkill Ripjaw series 8GB DDR3

I shipped my computer to another state and then moved to Japan. So my computer sat for about 1.5 years. It was working perfectly before I shipped it.

Now when its all back together, the monitor isnt getting a signal on boot up. When I boot my computer the MOBO checks the boot up. Has checks for CPU, DRAM, VGA and BOOT_DEVICE. The LED stays red for VGA, meaning there is an issue.

The graphic card fans spin and the LEDs on the card also light up, but no signal on my monitors.

When the graphics card is hooked up, the USB ports dont get any power. When I disconnect the graphics card the USB ports get power. Weird.

There is no beeping when I boot up, so I think the PSU works fine.
The monitors work with other devices.
I've tried using HDMI, DVI and mini display port to connect to the monitors with no luck.

My MOBO doesn't have an on board video card and I dont have another desktop to test the video card.
Everything is connected correctly and securely.

Think its the graphics card or the MOBO?

Do you have a possibility to borrow a graphics card from someone?

Try to take out the RAM and put in just one stick for now, try different sticks and different slots and tell if anything happens.
 


Went down to one stick of RAM and the MOBO showed a red LED for DRAM on boot up check. I tried all the slots and all the sticks in different combinations with the same result. Now though, when I placed them all back it stays red on the DRAM. So now possible MOBO or RAM issue.

I wont be able to borrow someones video card for a week or two :/
 
Look up in the manual of the mainboard where you have to put RAM sticks first. There should be noted which slot to take if you have just one or two sticks. Put one stick in the described slot and move it a few times from left to right slightly.Then start the computer. Repeat that a few times if it didn't work. Try with different sticks in the same slot.
Sounds silly, but it worked for me when I had an AM3 board.

Edit: I looked it up, take the left red slot (A1).
 
Got the DRAM to work, but the VGA still shows as a problem, even with one stick of RAM.

Still dont have access to another PC that I can try the Video card or another video card to test the MOBO.

I think its the MOBO, but I dont want to replace it, unless I'm more sure its not working.
Sorry for the late reply, had a busy weekend with no time at home. That and my laptop crashed, so I had to reformat that.
Funny how as soon as I try and get my desktop running, thats when my laptop decides to severely crash on me.
 
I broke down and bought a new MOBO(http://www.newegg.com/Product/Product.aspx?Item=N82E16813131877), so I will find out if the video card is bad soon. Should arrive Thursday night, but might no be able to install it until Monday.
