Question Is this a dead pixel or a stuck pixel?

I ordered a gigabyte G32QC from newegg. This is a really nice 32 inch monitor with a 1440p panel and 165hz refresh rate. I was very sad to find this on the panel right out of the box. Ive never had a dead pixel with any device ive purchased. If this is a dead pixel, is there any way for me to fix it myself? Here's a pic.

I also ordered a G32QC monitor from newegg and had the same issue. Clusters of pixel defects in two different places. I'm not sure if they are dead pixels or dust/debris stuck inside the panel during manufacturing. Either way it's unacceptable. I suggest you RMA it like I did.
