I've been searching for a decent but cheap gaming laptop, and i found this

Solution
This laptop has only integrated graphics. The Intel Core i5-5200U is an ULV (ultra low voltage) dual-core processor, not a great gaming performer.
It won't run CS GO 75+ fps or newer Call of Duty's.

http://www.newegg.com/Product/Product.aspx?Item=N82E16834314806 - this is the best option i have found, that close to your budget, it will provide you reasonable FPS.

Solution
well it's a good laptop but not for gaming as its GPU or graphic card is integrated which is not a good thing for gaming and also the RAM is a little bit low 4 is good but 6 is better but it's not the reason why it's not for gaming you need a laptop with a detached gpu AMD or Nvidia that is what matters the most in gaming.

What about this: https://laptopninja.io/laptops/lenovo-z40-70-59425579-15-6-inch/

as you can see, it will perform ok in CS:GO 720p.
Anyway, i would try to squeeze the budget for 840m, if possible.
